Improve communication between public data producers and reusers

Any change in data format by producers has an impact on reusers, especially when the collection is automated. The first step is to oblige public actors to inform users of their data of any future changes in the format of the data produced (a simple email system may suffice). The second step will be to encourage public producers to include data users in their reflections on the evolution of data.
