Lack of culture and skills limits the release of the potential of data and source code

The usefulness and potential of data and code are poorly understood, and remain identified in the collective imagination as purely "technical" topics. The need for digital education and data literacy is strong. This lack of skills is all the more glaring when the structures are small.
