Observation: the General Interoperability Framework is not systematically applied

The RGIv2 is essential for data exchanges between administrations or for users. This repository, which aims to promote, simplify and fluidify the exchange of structured or unstructured information, is therefore structuring for any data sharing policy. Unfortunately, since the publication of version 2 of the RGI on April 22, 2016 (JORFn°0095), too few administrations apply it and are in fact outside the law, missing the expected benefits.
