Resources of public actors are limited, while openness requires investments and human resources

The opening of data and codes requires additional financial and human resources. Administrations in particular are limited by existing information systems, some of which are old and were not designed for open data. Moreover, openness unbalances the economic model of certain producers, such as IGN and Météo-France, which must rethink their economic models in the context of new data uses.
