L’autonomisation et la multiplicité des acteurs, au niveau national et territorial, ne vont pas dans le sens d’une politique de la donnée cohérente et nationale. De même, les acteurs publics ne disposent pas d’espace de structuration, de dialogue avec les tiers, et n’endossent pas le rôle d’animation de communautés.
