The legal regimes for openness are multiple and not well understood by the players, which sometimes leads to excessive precaution with regard to the various secrets provided for by the law. The sensitivity of personal data protection and the difficult interpretation of the RGPD have stopped many attempts at openness, particularly in certain sectors (health, education, etc.). Some notions, such as data of general interest, are not clearly defined in the law.
