Managers are insufficiently prepared for the potential use of data and the resources to be devoted to it. The initial and ongoing training of government managers does not give enough space to the challenges of digital technology, and especially data. Beyond political support, public policy on data and source codes needs a boost from managers and public decision-makers at all levels.
